Beware the killer chill

During Stephen Fry’s childhood, and until a couple of years ago, his family lived in a Victorian architectural masterpiece at Booton in Norfolk. It was designed by Whitwell Elwin but, beautiful and interesting as it was, it had no central heating and the family ran from one roaring fire to another to keep warm. Marianne Fry, Stephen’s mother, had chilblains throughout the winter. Two years ago when she and Alan Fry felt that they would soon be too old to sprint around the house, they moved to a smaller, older but renovated barn with central heating and draughtless windows. Since the move, Marianne, for the first time for as long as she can recall, has no chilblains.

Man died after swallowing teeth

Busy people at the Office of the Deputy Prime Minister they've just released Homelessness Statistics: September 2002. The homelessness statistics represents the number of households who approached local authorities and were found to be homeless through no fault of their own and to have a priority need for help. A perfect partner for Addressing the health needs of rough sleepers: a paper to the Homelessness Directorate. This report presents the findings from a project commissioned by the Government's Rough Sleepers Unit in 2000 to assist policy development in primary care health for homeless people who sleep rough. Related if only tenuosly is Provision of Accommodation and Support for Households Experiencing Domestic Violence in England. This research aimed to explore how local housing authorities catered for the accommodation and support needs of women and their children who had been accepted as homeless due to domestic violence, and the role of local refuge groups in meeting these needs.

HM Treasury have issued a consultation paper Transfer of audit responsibility for the Special Health Authorities from the Audit Commission to the Comptroller and Auditor General. Details Government is proposals to modernise the audit arrangements for the special health authorities (SHA). Informs that to do so the Government is preparing an Order which would have the effect of transferring the Audit Commission's existing responsibilities for the financial audit of SHAs to the Comptroller and Auditor General.

The Ranter - Grey Literature FAQs

What is grey literature?

It is literature not available from commercial publishers and it consists of publications with little or no general distribution. These documents are often difficult to identify and acquire through normal bookselling channels and, for this reason, are referred to as ‘grey literature’. Other terms, such as 'non-conventional' or 'semi-published' are also used to describe it. Grey literature is the material that all health bodies generate for internal use and is therefore a repository of best practice.

What is white literature?

It is literature available from commercial publishers that has general distribution.

It has an ISBN, it can't be grey literature.

We tend to take Auger's definition of grey literature as our touchstone. "All types of literature not available through the normal bookselling channels, including reports, trade literature, translations and ad hoc publications." Some of this may have an ISBN and therefore we feel it is not a reliable indcation of an items greyness. In other words grey literature can be seen as information resources that are not always easily available.

What is the value of grey literature?

Grey literature is really a type of informal communication, which on a scale of formality, fits in somewhere between conversation and normal publication. A formal publication may follow later but in many cases - contrary to the common assumption - these papers may not been made publicly available at all. Nevertheless, grey publications may contain comprehensive, concrete and up-to-date information on research findings, and investigations have shown, that even when grey documents are published officially at a later stage, detailed information on techniques, methods, measured values and details of experiments are frequently omitted.

For these details of importance for further research, the non-conventional literature is then the first and only source of information.

What is the impact of the web on grey literature?

Recently, an increasing number of documents are published on the world-wide web and can therefore be easily accessed if the web address is known. As with printed grey publications, such electronic documents are difficult to detect or originate from unconventional publishing sources.

Why does Fade say it's grey and white literature to go?

Although we provide the North West Grey Literature Service, we also hold stocks of white literature. It's to go because for our core users we are about remote delivery, they don't come to us we send material to the place they work.

As refugees from the former Corporate Affairs Directorate the library has a keen interest in corporate governance to to our delight the Office of Government Commerce
have produced a new version of Delivering World-Class Consultancy Services to the Public Sector: A statement of best practice. This sets out 'must do' principles for public sector buyers and private sector suppliers of consultancy services, covering the entire procurement cycle. It is written by the Office of Government Commerce, the National Audit Office, the Management Consultancies Association and the Institute of Management Consultancy.

However being refugees doesn't mean we don't have a happy new home in informatics so for our new home the Department of Health have provided Information Management and Technology Technical Schedule: Improvement, expansion and reform. This schedule provides information about the high level tasks for information management technology (IMandT) and provides links to the further detail required to produce the IMandT element of local development planning. It reflects the re-focussed priorities of the Director General of information technology for the NHS.

While they were at it they also produced Public Service Agreement Spending Review 2002 and Technical Note which details the aim to transform the health and social care system so that it produces faster, fairer services that deliver better health and tackle health inequalities.

Blunkett recovers after operation

David Blunkett is working part time until the new year after undergoing surgery on his stomach. The home secretary, 55, will spend the Christmas break convalescing after an operation to cure what officials said was a "long-standing problem relating to his oesophagus and stomach". Mr Blunkett went into a National Health Service hospital in Yorkshire on Sunday, and was said by the Home Office to be recovering well yesterday.

For those with an interest in smoking as an equity issue the Health Development Agency have produced Perceptions of smoking cessation: products and services among low income smokers Based on research commissioned by the Health Development Agency, the study assessed the role of smoking and smoking cessation among socially excluded groups. Recent research suggests that smoking rates remain high and unchanged among people living with multiple disadvantage (and have steadily risen among lone mothers). Smoking cessation rates are comparatively low.

Equity and social inclusion also seem to be a concern of the Department for Culture, Media and Sport with Count Me In: Research project on social inclusion through culture and sport. This report establishes the Department's social policy objectives and its findings have underpinned the design and development of subsequent initiatives in this field.

So far today we've had the smoking, had a chance to shout obscenities at a footie match so naturally after all that exertion your going to want a drink sot the Department of Health have come to the rescue with Drinking: Adults' behaviour and knowledge in 2002. This is the fourth report presenting results from questions about drinking which were included on the Office of National Statistics Omnibus survey at the request of the Department of Health.

The Treasury have produced Next Steps on Volunteering and Giving in the United Kingdom: A discussion document. This document sets out the Government's philosophy on volunteering and giving and maps out the way towards realising the Government's vision of a giving society (and the Treasury are behind it!?!)).

For anyone with an interest in electronic publishing check out the Journal of Electronic Publishing. Published free online three times a year it's full of interesting and useful material. Well worth the price. The Journal of Electronic Publishing has been published since January, 1995. It currently delivers three issues a year, in April, August, and December. Judith Axler Turner and Eve Trager, who both joined the journal in 1997, will continue in their respective positions of editor and managing editor. JEP is available by free subscription, and has 1,700 subscribers and thousands more readers, mostly in the publishing industry, libraries, and the academy. Readers have access to close to 200 articles written by industry professionals in library science, private publishing, and academic presses.

For those interested in grey literature from the USA try the New York Academy of Medicine's Grey Literature Report. We like it at Fade because it's a great way into to understanding current health system concerns in the States. Even better as far as we're concerned they go for public health in a big way, good stuff!

Drug use is obviously a growth area at the moment as the Office of the Deputy Prime Minister has published Drug Services for Homelessness People: A good practice guide a handbook that aims to help Drug Action Teams and partner agencies plan and develop more effective services for homeless drug users. The Department of Health and ONS not to be outdone offer Drug Use, Smoking and Drinking Among Young People in England in 2001. The main purpose of this survey was to continue to monitor smoking, drinking and drug use among secondary school children aged 11-15. Information was obtained from more than 9,000 pupils in 285 schools throughout England during the autumn term of 2000. The Home Office detail The Economic and Social Costs of Class A Drug Use in England and Wales: 2000 which provides the first real evidence that costs are mostly associated with problematic drug use and drug-related crime, in particular acquisitive crime. In addition, significant cost consequences are identified for health care services, the criminal justice system and state benefits. They also provide the Prevalence of Drug Use: Key findings from the 2001-02 British Crime Surveywhich examines the prevalence and trends of illicit drug misuse among 16-59 year olds, with particular focus on estimates for 16-24 year olds. Additionally, estimates are given for two new sets of questions that were introduced in the 2001-02 survey, concerning the age when drug-use started and how easy it was to get access to drugs.

The Health Development Agency A Note on Public Service Agreements and Public Health which looks at the impact of the comprehensive spending review as the principal mechanism in government for achieving value for money, focusing on outcomes, ensuring accountability, giving higher priority to crosscutting issues, and enforcing desirable behaviour, such as joined up working. In effect, it is the government's performance management framework. The spending review white paper has a high value as a presentation of a 'corporate' view of what the government is trying to achieve and of the logic underlying the policies of individual departments.

On the subject of HIV and Hepatitis epidemiology the Department of Health have produced Prevalence of HIV and Hepatitis Infections in the United Kingdom: 2001 which brings together information on relevant markers of HIV and hepatitis prevalence, HIV incidence, risk management and behaviour utilisation.

For those requiring statistics relating to mental health the Department of Health have published In-patients Formally Detained in Hospitals Under the Mental Health Act 1983 and Other Legislation: England - 1991-92 to 2001-02 which summarises information about people detained under the 1983 Mental Health Act in NHS facilities, including high security psychiatric hospitals, and private mental nursing homes.

The Health and Safety Executive offerResults from the Health and Safety Module of the British Social Attitudes Survey 2001 to provide a picture of the British public's awareness of workplace risks, attitudes to health and safety, and reported adoption of appropriate behaviours, including how these vary by other factors such as age, sex and reported experience of occupational ill health.

Child and family care is also an interest to the Department of HealthChildren Who Go Missing; Research, Policy and Practicedetails the evidence base on which to develop further guidanc on the action to be taken when a child goes missing from home and care for local authorities, the police and their partner agencies. Delivering Quality Children's Services: Inspection of children's services reminds Councils of the need to address a wide range of issues to ensure appropriate outcomes for all children who need their care and protection. This report identifies the issues that require attention to deliver quality children's services. For statistics on care leavers they have also produced Care leavers, year ending 31 March 2002, England this presents provisional statistics on the educational qualifications of young people who ceased to be looked after in England, aged 16 or over, during the year ending 31 March 2002, and on the activity and accommodation of former looked after children whose 19th birthday fell during the year. However the DoH are not alone, the Social Exclusion Unit have produced Young Runaways and Young Runaways summary of the Social Exclusion Unit report which develops recommendations designed to "make running away less likely and to ensure that runaways' short- and long-term needs are safely met." The report was prepared in consultation with an advisory group consisting of all the relevant government departments and organisations from the public, voluntary and community sectors.
